Multi-Tiered Systems of Support

Pequannock Township is committed to providing students with the support they need in order to be successful academically, socially, and emotionally.  We utilize the Multi-Tiered System of Supports (MTSS), which is an evidence-based practice that is designed to be a continuous approach to interventions and supports beginning with the classroom teacher and allows for flexibility and adaptation based on student need.

With MTSS, it is important to note that the interventions are not separate from classroom instruction and that no tier is more important than the others. The key features of MTSS are:

  • a focus on high-quality, engaging instruction that supports the student where they are; 

  • the three tiers work in conjunction with each other, adapting and changing based on the response from the student; 

  • multiple data points are collected and progress monitoring occurs throughout the process to assess the effectiveness;

  • parents are kept informed of student need and progress


MTSS is organized into levels, which include additional levels of support as the need warrants.  

Tier 1 supports begin in the classroom with an array of instructional strategies designed to reach all students.  All students receive high-quality, differentiated instruction as well as support for their social and emotional needs. 

Tier 2 supports occur along with a continuation of Tier 1 supports as well as additional supports that could include targeted small group or individual instruction or assistance.  Not all students requiring Tier 2 support will need additional support in Tier 3. 

Tier 3 is the most intensive level of support, which is based on student need and the data gathered throughout the process that supports this level of intervention and support.
